Fits elevator hinge area to secure a bungee gust lock for the rudder.  May be beneficial especially for tail draggers that need flexible rudder restraint.  Will not scratch the paint.  UV resistant plastic.  Select aircraft model for optimum fit.   This includes 2 total parts, one for the Left Hand Side and one for the Right Hand Side.   Squeeze and rotate the bungee hook to the desired fit with pliars.  Bungee's were purchased at Wal-mart.  You supply the bungees'.   See development write up. 
 
Also, in the photo's is a concept for a rope positive stop incorporated with the bungee.
