Fits elevator hinge area to secure a bungee gust lock for the elevator.   Will not scratch the paint.  UV resistant plastic.  Select aircraft model for optimum fit.    You supply the bungee.   Squeeze and rotate the bungee hook to the desired fit with pliars.  The bungee in the photo was purchased at Wal-mart.  Side orientation is aft looking forward.  See development write up.
